NOTICE TO THE PUBLIC:
The Mayor and Board of Commissioners welcome comments from the public during discussion. You are requested to wait until you are recognized by the Mayor, state your name for the record and to limit the time used to present your remarks in order that others may be given the opportunity to speak. The normal process on any particular agenda item is that a motion and second is made by members of the Board to place the item on the floor, a brief description of the item may be given by the City Manager. The public has an opportunity to comment, discussion may ensue by the Board on the item, then a vote is taken.

4. AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY, DECLARING REAL ESTATE LOCATED AT 543 EAST FOURTH STREET IN THE CITY OF NEWPORT AS SURPLUS.
5. AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AUTHORIZING CITY MANAGER PHILIP G. CIAFARDINI TO ACCEPT THE SEALED BID OF JIM GUTHRIE AND DEANNA HEIL FOR REAL ESTATE THAT IS LOCATED AT 543 EAST FOURTH STREET.
6. AN ORDINANCE OF THE CITY OF NEWPORT, KENTUCKY AUTHORIZING THE ISSUANCE OF UP TO $3,400,000 PRINCIPAL AMOUNT OF THE CITY OF NEWPORT, KENTUCKY TAXABLE INDUSTRIAL BUILDING REVENUE BONDS (NEWPORT INVESTMENT COMPANY, LLC PROJECT), SERIES 2002 (THE "BONDS"), ISSUED AT THE REQUEST OF NEWPORT INVESTMENT COMPANY, LLC, A KENTUCKY LIMITED LIABILITY COMPANY (THE "COMPANY") FOR THE PURPOSE OF FINANCING APPROVED COSTS OF AN INDUSTRIAL BUILDING PROJECT LOCATED IN THE CITY OF NEWPORT, KENTUCKY; AND APPROVING, AUTHORIZING AND ACKNOWLEDGING THE EXECUTION AND DELIVERY OF (1) A DEED AND CONSIDERATION CERTIFICATE BETWEEN THE CITY OF NEWPORT, KENTUCKY AND THE COMPANY; (2) A LEASE AGREEMENT BETWEEN THE CITY OF NEWPORT, KENTUCKY AND THE COMPANY; (3) A LOAN AGREEMENT AMONG THE CITY OF NEWPORT, KENTUCKY, THE COMPANY AND _______________________________________; AND (4) ANY AND ALL OTHER RELATED DOCUMENTS NECESSARY THERETO.
